【Reference】 In a recent move, the CPC Central Committee and the State Council have forwarded A Plan for Promulgating Rule-of-law Ideas Among Citizens During the Seventh Five-Year Period (2016-2020) by Central Propaganda Department and the Ministry of Justice, and the two authorities also issued a notice asking regions and departments to carry out the plan with an eye to their actual situations.
It was pointed out in the notice that promoting popular awareness of law and abiding by the law were long-term and fundamental work to realize rule by law. Further promoting the popular awareness of government by law is the primary task following the core guiding principle of the 18th CPC Central Committee Conference and the 3rd,4th, and 5th Plenary Session of the 18th CPC Central Committee, which is also an important guarantee for implementing the “13th Five-Year Plan” and building a moderately prosperous society in a comprehensive way.
It requires in the notice that party committees and governments at various levels should incorporate law popularization programs into the local economic and social development plans, and a working mechanism led by party committees, supervised by the people’s congresses and implemented by the governments should be further promoted to ensure that law popularization plans for the seventh Five-Year Period would be observed and effectively implemented. One of the keys to promoting rule-of-law awareness is to require all government officials to be familiar with laws and regulations and abide by the laws, and to make it an explicit requirement and criterion for their performance assessment, through which way the rule by law ideology is expected to be embedded in the mind of government officials and their abilities of promoting reform and development, dissolving disputes and maintaining stability would likewise be increased. Similar law popularization campaigns should also be introduced among youngsters, and young people should be encouraged to acquire legal knowledge and cultivate their legal awareness and abide by the laws. Acquirement of legal knowledge should also be incorporated into the national education system. Law propaganda should be combined with corresponding practice, especially in grass-root-level organizations, departments, and industries. Other relevant schemes include promoting the rule by law management in cities, municipalities, counties and regions in an effort to increase in an overall manner the management skills featured by government by law. The government by law ideology should be tempered with social ethics, moral codes and relevant propaganda programs. The law propaganda mechanism should be bettered and an accountability system featured by “one (a government organ) that enforces the law should be responsible for popularizing the law”，and the mass media should be encouraged to participate into such programs for promoting public interests. In addition, innovation should be encouraged for the purpose of strengthening actual effect of law propaganda. The fundamental role of law popularization and law propaganda in an overall campaign of rule of law should be given full play through propaganda programs aimed at passing on legal knowledge, promoting legal spirit and constructing legal culture, which would also help promote legal awareness among all social members and create a sound legal environment for building a moderately prosperous society and other objectives listed in the 13th Five-Year Plan.
